HIV diagnoses hit record low in New York
New York (AFP) Dec 1, 2015 - The number of new HIV diagnoses in New York has hit a record low after falling nearly 40 percent in the last decade, city authorities said Tuesday.

The city said 2,718 people were diagnosed with HIV in 2014 compared to 2,832 in 2013 and 4,397 in 2004, a decline of more than 38 percent.

In 2001, when records began, there were 5,862 new diagnoses.

At the height of the New York AIDS crisis there were more than 12,000 AIDS diagnoses in 1993, according to city data.

The new HIV diagnoses are predominantly men, black or Hispanic, young, men who have sex with other men or people living in poor areas.

To mark World AIDS Day on Tuesday, Mayor Bill de Blasio announced a $23 million plan towards stamping out the epidemic in New York and matching a statewide goal of 750 cases per year by 2020.

To date, more than 600,000 Americans have died from AIDS-related causes, including more than 100,000 New Yorkers, according to the New York City Aids Memorial.

Israeli army to allow HIV positive recruits
Jerusalem (AFP) Dec 2, 2015 - HIV-positive Israelis will be conscripted into the military for the first time, the army said Wednesday, a move welcomed by gay rights groups as an important step against discrimination.

While Israeli Jews are required to do military service, people with HIV have long been exempt on medical grounds.

The Israel Defence Forces (IDF) confirmed this policy would be scrapped in the coming months.

However, HIV-positive soldiers will not serve in combat roles but in administrative and other positions.

Colonel Moshe Pinkert, head of the IDF's medical services department, said new treatments meant the risk of HIV-positive citizens passing the disease on was limited.

"Medical advancement in the past few years has made it possible for them to serve in the army without risking themselves or their surroundings," he said in a statement on the army's blog.

The announcement, made to coincide with World Aids Day on December 1, was hailed by gay rights groups.

"This process is a significant step towards shattering stereotypes about people with HIV," Yuval Livnat, CEO of the Israel Aids Task Force, said in a statement.

Israel's government has long trumpeted its military's gay-friendly stance.

The army was among the first around the globe to provide benefits to the partners of deceased gay soldiers.

In 2012, a photo shared by the IDF showing two soldiers holding hands went viral in Israel, sparking debate between conservatives and liberals.

A pro-Palestinian gay campaign group, Pinkwatching Israel, has accused the IDF of seeking to use its stance to divert attention away from alleged Israeli abuses against Palestinians, describing it as "pinkwashing".

A well-known Russian television host announced live on air that he is HIV-positive, an unprecedented revelation in a country with rising infection rates but where HIV/AIDS remains a largely taboo subject.

Pavel Lobkov, a presenter on the independent TV station Dozhd and a former news anchor on state television, made the announcement during a show on Tuesday evening, on World Aids Day.

He is the first Russian public figure to openly declare himself HIV-positive.

Russia has one of the highest rates of HIV infection in the world, with around 1,000 new cases diagnosed each month and a total of almost a million people known to be infected, with the real total likely to be much higher.

Lobkov, 48, said that he learnt of his condition more than a decade ago, in 2003, after asking to be tested at a private clinic.

Describing the brutal way in which he was informed of his status, Lobkov said he saw "HIV+" written in red on his file and that the doctor told him he could no longer receive treatment at the clinic because "you are HIV positive."

The room "had an open window, very low down," he said, hinting that he had contemplated suicide.

"Today I accomplished a serious feat in my life," he said of his revelation.

Lobkov is known for being outspoken. He was fired from the state NTV channel in 2012 -- a move he said was prompted by his attendance of opposition demonstrations against Vladimir Putin's return to the presidency.

His disclosure of the fact that he is living with HIV won praise from many Russians.

"Such a step has a huge meaning for everyone with the status," human rights lawyer Pavel Chikov wrote on Twitter.

But the journalist also sustained a stream of online abuse, mostly maligning gays.

In a Facebook message on Wednesday, he thanked those who had voiced support for his "battle with medieval attitudes" and "total everyday lying".

"I started perestroika with myself, as Mikhail Gorbachev told us," he added, referring to the economic reforms of the late Soviet era.

The World Health Organisation last month said that Russia accounted for 60 percent of all diagnoses of HIV in Europe in 2014, with heterosexual sex the main route of transmission of the virus which is spread through contact with contaminated body fluids.

A public health campaign in Moscow urges people to be faithful to their partners, rather than promoting condom use.

Russia also does not approve methadone replacement therapy for drug addicts, which allows them to stop injections, preventing them from contracting HIV from tainted syringes.
