The official news agency IRNA said Palacio was greeted by Spanish relief teams working in the city, almost entirely flattened by the December 26 quake which also killed between 30,000 and 35,000 people.
"All world countries rushed to the assistance of those afflicted in this grave tragedy out of a sense of duty," she told reporters at Bam airport.
The Spanish government, she said, had contributed aid worth 1.5 million dollars, including medicines, blankets, tents and water treatment units.
"Our country feels responsible with regard to the city's reconstruction as well and has made contributions in this effect," added Palacio, due in Tehran later Saturday for talks with Iranian President Mohammad Khatami.
Spain has sent nine planeloads of relief to Iran, as well as a team of doctors and nurses who are providing medical aid at a field hospital to those injured in Bam.
Last week Jordan's Queen Rania also paid a visit to the city, and EU foreign policy chief Javier Solana is planning to visit during his two-day stay in Iran starting late Sunday.
On Thursday the United Nations and the International Red Cross launched an urgent appeal for more funds to deal with the aftermath of the earthquake, urging donors to provide an extra 70 million dollars in aid.
