Chirac told Putin he "welcomes the choice of the Russian people, which with this vote reaffirmed its willingness to pursue the policy of reform, recovery and anchoring in Europe that you embody," the Elysee said.
"The path taken by Russia in the post-Soviet era, and more specifically since your election in 2000, is impressive," Chirac, who also called Putin to offer his congratulations, said in his formal message.
"I can assure you that France will continue to support your efforts in favor of a democratic, prosperous and strong Russia," the French president added.
Chirac said he was "determined to do everything possible" to bring Moscow into the European fold, notably by intensifying the partnership between the European Union and Russia.
Putin won 71.2 percent of the ballots cast on Sunday, but the head of the joint observer mission of the OSCE and Council of Europe said the election failed to meet the standards necessary for a "healthy democratic" process.
